It was first reported at 4.51pm, according to the AA.
One lane has been closed on the exit ramp of the motorway which is leading to a build-up of congestion.
Highways England is reporting that traffic is down to an average speed of 11 miles per hour at junction 3 on the M606 southbound carriageway, and 18 mph at junction 2.
