Lancashire Police say ten vehicles were seen using the hard shoulder to exit the motorway at Junction 28 for Leyland.
A crash involving a beer lorry, campervan and cars saw seven people injured[7] during Friday 30 August afternoon between Junction 27 and Junction 28.
Police shut the motorway between Standish and Leyland while emergency services worked to clear the scene and National Highways North West carried out emergency repairs to the central barriers which were damaged in the crash.
A police spokesperson said: “Following the collision on M6 between Junction 27 and Junction 28 on Friday afternoon emergency vehicles were prevented from access to the scene due to drivers using hard shoulder to exit at Junction 28.
“Notice of intended prosecutions have been posted to drivers of all ten of these vehicles.”
