Developer launches appeal over rejected plans on ‘dangerous’ roundabout

The plans were thrown out last year over fears it would make the busy junction even worse

A service station has been proposed for the A46-A15 Riseholme roundabout near Lincoln

An appeal has been launched over a Lincoln[1] petrol station which was labelled "an accident waiting to happen" by planners.

Plans were submitted to build the new service station just north of the Riseholme[2] roundabout, along with a drive-thru coffee shop.

West Lindsey District Council's[3] planning committee unanimously refused the scheme last summer, saying it made the busy roundabout even more risky.

Applicant Venari Fuel Ltd has appealed the decision to the government, although no date has been set yet.

The station would have included eight fuel pumps, a roadside services area, a drive-thru coffee shop, HGV parking area and electric vehicle charging bays.

The application received 73 objections, with local councillors speaking at the meeting about their fears for road safety.

Councillor Jackie Brockway, who represents the Riseholme area, told the planning meeting in August 2025 that it was "not wanted and not needed".

"It's a roundabout that's already rightly thought of as dangerous," she said.

She claimed Riseholme residents already "take their life in their hands" to pull out onto the A15 opposite the proposed garage entrance.

Neil Foster, the chairman of Riseholme Parish Council, said at the time: "This is an accident waiting to happen.

"The A46 and A15 roundabout would become dangerous for road users. This would pose a serious danger to pedestrians and cyclists.

"This is the wrong development in the wrong place.

If this application is approved, it would cause a significant risk to road safety."

There were also concerns about how it would intrude on the 'green wedge' of countryside outside Lincoln, and build on good farmland.

The applicant didn't speak at the meeting, and previously said in planning documents that it would be "ideally positioned to meet the needs of the passing motorist" and provide much-needed HGV facilities.

Objectors noted there was a similar petrol station around two miles away near Lincoln Showground, as well as others close by in Lincoln itself.
